Het hoeft allemaal niet zo ingewikkeld te zijn.

Luc is in de wijk gekend als ‘Pasteur Luc’ – de lokale predikant. Maar naast het leiden van zijn volgelingen, is Luc ook een gedreven konijnenkweker. 150 konijnen vinden we bij hem op de binnenkoer. Ondergebracht in een aantal links en rechts opgekochte konijnenkoten. Na een intensieve cursus ‘konijnenkweken’ lanceerde Luc zich – met eigen middelen - in het kweken van konijnen. Konijnen die hij tracht te slijten aan lokale neringdoeners - voor de som van 2500 Fcfa (+/- 4€) – met wisselend succes… want er zijn kapers op de kust. Op regelmatige tijdstippen organiseren de mannen in het stadje zich om klopjachten te organiseren in de omliggende dorpen. Gewapend met stokken en speren trekken ze er op uit om het klein wild op te jagen en aan hun speren te rijgen. Een aldus gespietste haas verkopen ze voor een goede 700 Fcfa (of net iets meer dan 1€). Van eerlijke concurrentie is er dus helemaal geen sprake en rest ons enkel de ‘kopers’ gevoelig te maken voor deze ‘oneerlijke’ jachtpraktijken.

Ondertussen klopte Luc bij ons aan om ‘ondersteuning’ te vragen (lees financiële ondersteuning). Die ‘steun’ – zoals hij het zich voorstelde – kunnen we hem niet meteen bieden, maar we kunnen hem wel helpen, wanneer hij zijn ervaring ter beschikking stelt van andere kwekers. Zo nemen we hem mee naar één van de dorpen waar een aantal konijnenkwekers op een kluitje bijeen wonen. De ontmoeting verloopt vlot en al gauw worden ervaringen uitgewisseld en geeft hij hier en daar wat advies. Luc verklaart zich nadien bereid om mee de opvolging te verzekeren van alle kwekers waar we mee werken.
Voor deze ‘diensten’ kunnen we Luc wel een tegemoetkoming geven en is een deel van zijn ‘vraag’ beantwoord.

Verder brengen we hem in contact met een restauranthouder, die best wel wil investeren in de vaste toelevering van konijnen. Zo winnen beide partijen, de één een vaste afzet aan een gegarandeerde prijs, de ander een gegarandeerde levering aan een vooraf bepaalde prijs.

Tezelfdertijd werken we aan de bewustmaking van de lokale handelaars, zodat ze geen broesse-vlees meer zouden kopen, dat geen wettelijk keurmerk draagt. Lokale jagers organiseerden zich in lokale verenigingen en organiseren binnen een wettelijk kader duidelijk afgebakende jachtzones. De inkomsten daarvan zijn voor de hele dorpsgemeenschap… en de kliënten-jagers hebben zich aan een reeks regels te houden.
Of… hoe iedereen van deze situatie beter werd/wordt.

Breeding rabbits and selling them for 2.500 Fcfa, whilst poachers offer a hare for only 700 Fcfa… makes it hard to survive as a young entrepreneur in rural Africa.

Uncontrollable they are, these wild bunch of young men, gathering on a Sunday morning, heading for a village where they are not awaited for, but where they’ve decided to go hunting… disrespectful for the villagers, disrespectful for property, disrespectful for environmental issues… just regarding their own satisfaction, finding bush meat, finding profit.

What do we have to offer this breeder? How can we help him against this disloyal concurrency?

We work on different levels…

Our breeder, who’s ready to share his experience with other breeders – for a small allowance, gives advice and training to other, starting breeders.

We brought him together with local restaurants, supermarkets, so he could offer them guaranteed supply for a steady prices. We shared telephone numbers and he got connected. With one restaurant-owner he came to an agreement… guaranteed supply, fixed prices… and – as un unexpected result - an considerable investment in his business. A typical ‘Win-Win’ situation.
At the same time, we’ll work on raising awareness amongst the local merchants, not to buy bush meat, that is not certified ‘legally’ obtained. Local hunters in the villages are organized and organize in a legal ‘framework’ hunting in restricted zones. The incomes are for the whole village… and client-hunters have to respect a number of rules.

Lapin malin ou l'Entreprenariat Rural

Élever des lapins et les vendre à 2.500 Fcfa la pièce, pendant que des braconniers offrent un lièvre à seulement 700 Fcfa… rend la survie d’un jeune entrepreneur en Afrique rural dur.


Incontrôlables qu’ils sont, ces groupuscules de jeunes, se rassemblant un dimanche matin en route pour un village où on les attend pas, mais où ils ont décidé d’aller faire la chasse à la battue… sans respect pour les villageois, ni pour la propriété ou des thémes environnementales… se limitant à satisfaire leurs minables besoins, trouver la viande de brousse, trouver le vite-gagné.


Qu’est-ce que nous pouvons offrir à cet éleveur ? Comment est-ce nous pouvons lui aider contre cet concurrence déloyale ?


Nous travaillons à des différent niveau…


Notre éleveur, qui est disposé à partager ses expériences avec d’autres éleveurs – contre une petite récompense, donne des conseils et des formations aux autres, éleveurs débutants.


Nous l’avons mis ensembles avec des restaurateurs, des supermarchés locaux, auxquels ils pouvait proposer des livraisons garantis à des prix stables. Nous avons partagé des numéros de téléphone et il a été contacté. Avec un propriétaire de restaurant il a trouvé un accord… livraison garanti, prix fixes… et – comme résultat inattendus – un investissement considérable dans son entreprise. Une situation typique de ‘Gagnant-Gagnant’.


En même temps nous travaillons à la sensibilisation des commerçants locaux, qu’ils n’achètent plus la viande de brousse, qui n’est pas certifiée ‘légal’. Les chasseurs dans les villages sont organisés et ils organisent dans un cadre légal la petite chasse dans une zone délimitée. Les retombées sont partagées avec tout le village… et les clients-chasseurs devront respecter scrupuleusement un nombre de règles.

The shoes of the Fisherman…

September, two months ahead before they are allowed to get on the River, but meanwhile, one has to ensure first needs, food and school fees. Nicolas sits in front of his hut, staring around. Two months of waiting to be allowed to go fishing on the Pendjari River, whilst on the water pounds in the park there’s so many fish. It's not that hard to get there, ’cause the park resembles an ocean with here and there an island of luxurious green… and he is the owner of a canoe... so what's the problem? The pounds lie in the park... and fishing is prohibited. But who’ll see it? The park rangers can’t get there with their four-wheel drives, and with a motor boat, we hear them from far away. Besides, Nicolas is thinking, I’ll go there after sunset to plant my nets… and in the morning, before sunrise, I'll be in bed.

March, the fishing season starts at the end of the month. In the fishermen’s’ camp Nicolas looks a little besotted at his catch of the day. This way I’ll never be able to pay off the loan I took with the fish resellers. Scarcely three kilos of fish caught … and so it goes on for quite a while. In earlier days, around this time of the season we were short of hands too short out all off the fish, 10, 20 kilos was the daily ration. The resellers and wholesalers remained only a few days in the camp ... but now they stay here for over two months, to fill up their cooler truck. Fresh fish … if they only knew in Ouagadougou how long these 'fresh' fish already is ashore. Years ago, by New Years day I already refunded the 250.000 Fcfa of loan… now I remain with a huge debt... and for the next year I stay with the promise that I won’t get another loan. Nicolas really hasn’t a clue what to do. Will he cross the River like the others do, get a new license and continue fishing? Because on the other side of the border they have still two months to try to fill their nets.

April, the only canoes on the river, are canoes with tourists. “Where are all those fishermen from the other side of the border?” wonders Nicolas. They are definitely still in the camps, because there are regularly smoke trails above the treetops, so there’s someone to cook or maybe to smoke fish. But one night Nicolas gathers all his courage and goes searching of the ‘ghost’-fishermen... he sees them from afar, on the other side of a pool. They are installing their nets … and early in the morning before the first sunrays lighten up the Savannah ... they are long gone. On the other side of the border… there is no one who asks where that fat oily fish comes from.

May, we can’t go on this way. Nicolas still indebted hears at a meeting with the park management that it would even be better to stop fishing on the Pendjari River for a long while. Scientists calculated that they if they continue fishing to this pace, within one, maximum two years, the entire fish stock will be gone… and they only referred to what they found in the River. They know what is happening on the water pounds? The park management is aware that fish is poached on these pounds, but remain powerless. By the time they finally arrive… the fish poachers already crossed border, where they are not that secure about biodiversity. A fish is a fish, how big or how small, doesn’t matter. And fish, means money, means eating … (at best) school fees for the children. Nicolas never realized where all those fish in the River came from, but here he finally comes to know. The fish reproduce themselves in the water pounds, which during the dry season are no longer connected to the River. So that fish can reproduce themselves quietly and the other can become full-fledged fish. During the rainy season, when the savannah is flooded … and connection between pounds and river restored, a part of that fish can’t resist the call of the Pendjari River and they choose for a life in the River.

Septembre, encore deux mois et on peut à nouveau aller sur la rivière pour y pêcher, mais entre-temps on doit avoir de la nourriture sur la planche et les enfants doivent aller à l'école. Nicolas – le regard dans le vide -est assis devant sa hutte. Attendre encore deux mois pour de nouveau aller sur la Pendjari, pour pouvoir aller pêcher, pendant que dans les mares du parc il y a tant de poisson. Il n'est pas si difficile pour y arriver, car le parc ressemble bien à un océan avec par ci, par là un îlot vert… et une pirogue il a… quel est donc le problème ? Ils sont là dans le parc… et justement là nous ne pouvons pas aller pour pêcher. Mais qui va nous attraper ? Les gardes de parc n’y pourront rien avec leurs 4x4, et avec une vedette, on les entend arriver de loin. En outre, pense Nicolas, ce n’est seulement la nuit, après le coucher du soleil que je mets mes filets… et à l’aube je suis de retour.

Mars, à la fin du mois la saison de pêche est terminé. Dans le camp des pêcheurs, Nicolas est assis, regardant devant soi d’une aire égarée sa capture du jour. Ainsi je ne peux jamais acquitter mes dettes au mareyeur, pense-t-il. Guère trois kilo de poissons… et c’est ainsi depuis quelque temps. Autrefois, pendant la même période on comptait 10, 20 kilos et nous manquions la main d’œuvre pour trier tout ces poissons. Les revendeurs et les mareyeurs ne restaient guère quelques jours dans le camp… mais maintenant ils campent ici déjà deux mois, pour remplir leurs glacières. Le poisson frais… ils ne se rendent pas compte à Ouagadougou… a déjà quelques semaines. Autrefois, mon crédit 250.000 Fcfa était déjà remboursé vers la fin de l’année… maintenant je reste avec des dettes… et pour l'année prochaine j’ai la promesse qu’il n’y aura plus de crédit. Nicolas ne sait plus quoi faire. Doit-il traverser la rivière comme autrui, s’acheter là un nouveau permis et continue-t-il à pêcher ? Car de l’autre coté il reste encore deux mois à tenter de leurs filets.

Avril, les seules pirogues que tu vois sur la rivière, sont les pirogues avec les touristes. Où est-ce qu’ils sont restés ces pêcheurs de l'autre coté, Nicolas se demande. Ils sont certainement encore dans les camps, car on voit et on sent la fumée au dessus des arbres, donc il y a quelqu'un en train de cuisiner ou peut-être en train de fumer le poisson. Mais quand une nuit Nicolas ramasse son courage, il va à la recherche des pêcheurs fantômes… et les voit émerger comme dwaallichtjes à l'autre rive de la mare. Ils installent leurs filets… et à l’aube, quand le soleil illumine la savane … ils sont partis. De l’autre coté de la frontière, personne ne se pose des questions sur l’origine de ces poissons.

Mai, la fin de la pêche dans la Pendjari ? Nicolas se fait des soucis pour ses dettes et juste maintenant pendant une rencontre avec la direction du parc il entend, qu'arrêter la pêche dans la Pendjari serait la meilleure solution. Les scientifiques auraient calculé que si on continu à pêcher au même rythme, au terme d'un an, maximum deux, la population halieutique entières aurait disparu… et alors, ils ne parlent seulement de ce qu’ils ont constaté pour la rivière, s’imagine Nicolas. Savent-ils qu’il y a du poisson dans les mares ? La direction de parc est au courant qu’on pêche dans les mares, mais se trouve impuissante. Le temps qu'ils arrivent sur le champ… l’intrus s’est volatilisé… vers l'autre côté de la frontière, où on ne s’occupe pas tellement de la biodiversité. Un poisson est un poisson, grand ou petit, n’importe. Et le poisson, signifie l'argent, la nourriture… et (dans le meilleur des cas) le minerval pour les enfants. Nicolas ne s'est jamais demandé d’où et comment ce poisson est venu dans la rivière, mais ici finalement il l’apprend. Les poissons se reproduisent dans les mares, qui pendant la saison sèche n’ont plus de liaisons avec la rivière. Ainsi le poisson peut se reproduire et se développer tranquillement. Au cours de la saison des pluies, quand la savane est partiellement inondée… et le contact entre les mares et la rivière est rétabli. Bon nombre de poissons ne résistent pas à l’appel de la Pendjari. Si on ne fait rien, se demande Nicolas, qu’est-ce que je peux encore passer à mes enfants ? Je les raconte quoi ? Comment les expliquer que j’ai contribué à vider la rivière de ses poissons. Rien d’être fière !

Dan komt het loze vissertje...

September, nog twee maanden voor ze opnieuw de rivier op mogen, maar ondertussen moet er wel voor eten gezorgd worden én moeten de kinderen naar school. Nicolas zit voor zijn hut voor zich uit te staren. Twee maanden wachten om opnieuw te mogen gaan vissen op de Pendjari, terwijl op de waterplassen in het park zoveel vis zit. Het is niet zo moeilijk om er te geraken, want het park lijkt wel op een oceaan met hier en daar een eilandje groen… en een prauw heeft hij… dus wat is het probleem? De plassen liggen in het park… en net daar mogen we niet vissen. Maar wie ziet het? De parkwachters kunnen er zelfs met de 4x4 niet geraken, en met de motorboot, horen we ze van ver aankomen. Bovendien, denkt Nicolas, zet ik pas ’s avonds na zonsondergang mijn netten uit… en tegen de ochtend ben ik terug weg.

Maart, op het einde van de maand zit het visseizoen erop. In het visserskamp zit Nicolas een beetje verdwaasd naar zijn vangst te kijken. Zo kan ik mijn schulden aan de visopkopers nooit afbetalen denkt hij. Nauwelijks drie kilo vis gevangen… en zo gaat het al een tijdje. Vroeger, ja vroeger, kwamen we rond deze tijd handen te kort om de vis te sorteren, 10, 20 kilo was dagelijkse kost. De visopkopers en groothandelaars bleven nauwelijks enkele dagen in het kamp… maar nu logeren ze hier al twee maanden, om hun koelwagen vol te krijgen. Verse vis… ze moesten eens weten in Ouagadougou hoe lang die ‘verse’ vis al op het droge is. Vroeger had ik rond de jaarwisseling mijn krediet van 250.000 Fcfa al terugbetaald… nu blijf ik met schulden zitten… en voor volgend jaar de belofte dat ik geen krediet meer zal krijgen. Nicolas weet echt niet meer wat te doen. Moet hij net als de anderen de rivier oversteken, daar een nieuwe vergunning kopen en blijven verder vissen? Want die van de overkant mogen nog twee maanden verder proberen hun netten te vullen.

April, de enige prauwen die je op de rivier ziet, zijn prauwen met toeristen. Waar zijn al die vissers van de overkant gebleven, vraagt Nicolas zich af. Ze zijn zeker nog in de kampen, want er kringelt regelmatig rook boven de boomtoppen, dus is er iemand aan het koken of misschien wel vis aan het roken. Maar wanneer Nicolas op een nacht al zijn moed bijeenraapt en op zoek gaat naar de vissers… ziet hij ze als dwaallichtjes aan de andere oever van een van de waterplassen opdoemen. Ze zijn hun netten aan het plaatsen… en ’s ochtends voor de eerste zonnestraal de savanne verlicht… zijn ze weer weg. Aan de overkant… is er geen mens die vraagt waar die dikke vette vis dan wel vandaan komt.
Mei, zo kan het echt niet blijven duren. Nicolas zit nog altijd met zijn schulden en net nu hoort hij op een bijeenkomst met de parkdirectie dat het zelfs beter zou zijn dat er helemaal niet meer gevist zou worden op de Pendjari. Wetenschappers zouden berekend hebben dat ze aan dit ritme over een jaar, maximum twee het hele visbestand hebben opgevist… en dan spreken ze alleen maar over wat ze in de rivier hebben vastgesteld, bedenkt Nicolas. Weten ze wel wat er in de waterplassen nog aan vis zit? De parkdirectie weet wel dat er op die plassen gevist wordt, maar staat machteloos. Tegen de tijd dat ze eindelijk ter plekke zijn… zijn de visstropers al gevlogen… naar de andere kant van de grens, waar men het niet zo nauw zou nemen met de biodiversiteit. Een vis is een vis, hoe groot of hoe klein, maakt niet uit. En vis, betekent geld, eten… schoolgeld voor de kinderen (in het beste geval). Nicolas heeft er nooit bij stil gestaan waar al die vis in de rivier vandaan kwam, maar hier komt hij het eindelijk te weten. De vissen planten zich voort in de waterplassen, die tijdens het droog seizoen niet langer in verbinding staan met de rivier. Zo kan die vis zich rustig voortplanten en kunnen de andere uitgroeien tot volwaardige vissen. Tijdens het regenseizoen, wanneer de savanne blank staat… en er weer verbinding is tussen plas en rivier, kunnen een deel van die vissen niet aan de lokroep van de Pendjari weerstaan en kiezen ze voor een leven in de rivier. Wie weet droomt er wel eentje van een verre verkenningstocht via Togo en Ghana, om uiteindelijk via de Volta in de oceaan terecht te komen. Als we niets doen, bedenkt Nicolas luidop, wat kan ik dan nog aan mijn kinderen doorgeven? Wat moet ik ze later vertellen? Hoe kan ik ooit uitleggen dat ik eraan meegewerkt heb, om de hele rivier leeg te vissen. Niets om fier over te zijn.
